Website building tools - any advice?

Hi,

I've to build a website for a club that I'm in (the Co. Dublin beekeepers), and though I've written basic HTML before, I'm no expert & I've no idea about CSS.

This time I want to make the effort & do something decent - can anyone recommend some freeware (or cheap, anyway) web design tools?

It should be a simple enough site, with a dozen or so pages or fewer and a few features like email signup. I'd be happy to start simple and work up.
