 Well done on the NCT Ash.
 I'm a bit late picking up on this thread, but......I think the "once a year test" is a good idea - works fine in Norn Iron (and the test centres I've been through there are clean, and efficient, and much more like the centres here than "garages" in the UK). The number of cars driving with one headlight/tail-light, or clouds of black smoke coming from the exhaust, or bits hanginig off them etc. would be reduced if they were to be tested yearly instead of bi-annually. Applying the "low mileage" approach would mean such cars could go for years without having to correct their faults. The test picks up (should pick up) those areas that most folk are probably unaware of - how many people check the flexible brake hoses for deterioration/bulges, suspension joints for wear, steering etc. I agree that it's maddness that you can pass the test with minimal wear on the tread - but as the documentation states the test relates to the condition of the car only on the day of the test. There you go, rant over! mrges 
   I do think the bi-annual is pretty good & has taken a lot of scary machines out of circulation. However, as a compromise, I do think that the traffic corp should as a roadside sanction be able to compel a motorist to have a re-test if they feel any vehicle is not in good repair.
