saxo emissions fail

My friends 01 1.1 saxo failed the nct the other day on emissions.
the readings were as follows:
Low Idle CO 12.38 vol% Limit 0.50%
HC 745 ppm Limit 0ppm

High Idle Lambda 0.72 Limit 0.97-1.03
CO 10.31 vol% Limit 0.3%
HC 608ppm Limit 200ppm

As you can see there miles off! so I dont know where to start really, any ideas would be greatly appreciated! Car passed on everything else!

Run a conditioner through the fuel system.??

For high HC : ignition system, as its unburnt fuel. Do the plugs, wires, (caps + rotors if it has them).
High CO : ignition system, vacuum/air leak after the AFM (check gaskets,intake tubing, etc), then check or replace O2 sensor.

Also, change oil + air filter and drive it so its nice n hot when you get to the test centre (italian tune up maybe? )
As John said, good idea to put a fuel cleaner through it too just incase its clogged injectors.
